Steering committee
Mission
The steering committee defines the strategic orientation of e-lib.ch as a whole. In collaboration with the project manager and the coordination service it supervises the progress of the sub-projects realised by the partners. The steering committee puts a strong focus on projects’ compliance with the overall aims of e-lib.ch on the national level.
The steering committee is subordinate to the CRUS (Rectors’ Conference of the Swiss Universities) and reports on its activities to the CRUS.
Special functions
The steering committee ensures the exchange of information among the project partners and undertakes the following tasks:
- It defines the strategic aims of the overall project in accordance with the CRUS and exercises control according to the implementation plan.
- It submits the implementation plan and the financial plan to the CRUS for the attention of the SUK.
- It issues a competition for the sub-projects to be realised within the clusters, evaluates the applications and makes a preselection from a professional point of view.
- It applies to the CRUS for the approval of the sub-projects.
- It defines the principles for the realisation of the sub-projects.
- It intervenes in case of discrepancies and/or changes and arranges the required measures for their correction.
- It makes fundamental decisions and supervises the execution of the project by the project manager and the coordination service.
- It issues recommendations, suggestions and statements and supports the project manager and the coordination service in coordinating the project.
- It collaborates with the Conference of University Libraries (KUB), which is the coordinating body of all Swiss university libraries.

The project manager supervises the current activities of the coordination service of e-lib.ch and ensures the realisation of the strategic aims of the steering committee by the coordination service.

Coordination service
The coordination service is responsible for the execution of the project.
Function
Its duties are as follows:
- It conducts the current affairs.
- It advises and supports the involved institutions in all questions concerning the realisation of the sub-projects.
- It implements the requirements defined by the steering committee for the integration and coordination of the sub-projects with respect to the overall project.
- It informs the participating institutions and the public about the activities of e-lib.ch.
- It runs the office of the steering committee and the enlarged presidency.
- It is in charge of cooperation with project partners both at home and abroad.
- It cooperates with groups of experts in professional issues and coordinates their work.
- It cooperates with local institutions and with SWITCH concerning the server infrastructure.
- It cooperates with groups of experts in legal issues.
- It arranges the settlement of the project contributions.
- It organizes the material and financial reporting according to the directive of the Secretary of State for Education and Research (SER) as mentioned in Art. 23 of this regulation.
